What it measures

The factor detects a navigation label — nothing more. It does not verify that the destination is actually a privacy policy, that the page loads, that it applies to the business, or that it satisfies any legal requirement.
How RankGear measures it
RankGear parses the anchors from the rendered, script-free page body, lowercases each anchor’s visible text, and returns 1 when any anchor text contains the substring privacy.
