It is an external, third-party count — a record of how many +1 interactions the URL accumulated on the now-retired Google+ platform — not anything RankGear reads from the live page.
How RankGear measures it
RankGear looks up the result URL in the run’s off-page data map and reads the dd_google_plus_one field. If the URL or that field is absent, the factor returns 0. Because the value is keyed to the exact URL, different URL variants for the same page may be treated as separate records.
